The 19th Qinghai China Investment & Trade Fair for Green Development and the Fifth China EV Rally, Qinghai Lake (CEVR) were jointly sponsored by Qinghai Provincial People's Government, the Ministry of Science and Technology(MOST), the Ministry of Industry and Information Technology(MIIT), and the China Electric Vehicle 100-member Association (China EV 100 ), co-host by the China Automotive Technology & Research Center (CATARC), the China Automotive Engineering Research Institute(CAERI), and Federation of Automobile And Motorcycle Sports of People’s Republic of China (CAMF), and China Biodiversity Conservation and Green Development Foundation(CBCGDF), and host by the China EV 100, and International Electric Vehicle of Qinghai Lake Management Company Ltd. On the evening of 23th, June, the announcement meeting of the launch of the CEVR was held at the Kekexili International Hotel in Xining City.
The announcement meeting was chaired by Qiao Chuhan, the Deputy Marketing Director of the International Electric Vehicle of Qinghai Lake Management Company Ltd. To begin with the meeting, Zhan Xiaodong, the Executive Deputy General Manager, made an overall introduction of the event, which would be held in Xining City, Haixi Prefecture, Hainan Prefecture and Haibei Prefecture of Qinghai Province, from June 24 to 29, 2018 with the characteristics of ministry sponsorship, authoritative evaluation, highest altitude, and wide influence. It is the only national electronic vehicle event jointly sponsored by Ministry of Science and Technology (MOST), the Ministry of Industry and Information Technology(MIIT), and the China Electric Vehicle 100-member Association (China EV 100 ) and the Qinghai Provincial People’s Government, which is also a centralized tour of the development of new energy vehicles in China. Under the guidance of the Ministry of Science and Technology, the Technical Appraisal Committee of CEVR was set up by the authoritative organizations including China Automotive Technology Research Center, the China Automotive Engineering Research Institute and industry experts so as to establish the comprehensive evaluation projects by groups more scientifically and reasonably according to the core performance of pure electric vehicles that has attracted the most attention of consumers, and to establish the authoritative standard system of electric vehicle performance evaluation in the industry. In the previous CEVR of 2014-2017, the longest length of the Rally was 991 kilometers; the altitude was 2000~4120 meters; the climbing section was 45% of the whole length; and the natural conditions along the sections of the Rally including severe cold, rain and snow, the difference of altitude level and etc. are the most severe test to the comprehensive performance of electric vehicles. Since CEVR is an important part of Qinghai China Investment & Trade Fair for Green Development, the leaders and business delegation from 31 provincial-level administration units would go to Qinghai to observe and participate in the event.
The event has attracted the full live broadcast and reporting of the CCTV Channel 1, 2, 4, 5, 13 from the national three stations( include China Central Television, China National Radio and China Radio International) and the four networks( include xinhuanet.com, people.com.cn, cctv.com and chinadaily.com.cn.) and continuous joint promotion by provincial satellite TV, video portals and vertical websites, industry websites, newspapers and magazines, Wechat, weibo, live broadcast, and other cross-media platforms. Therefore, it could enhance the social credibility, brand attention and preference for those sponsoring enterprises. In the aspect of innovative marketing, the innovative promotion theme and experiential marketing mode of the CEVR, and the full interaction and communication with consumers promote the end-product sales of those sponsoring enterprises. Then, Li Lei, director of the International Electric Vehicle of Qinghai Lake Management Company Ltd. introduced the sections and schedule of the Rally. It has 8 sections and 14 professional evaluation contents. According to the two aspects including the model and the sales price after subsidy, the mechanism of horizontal evaluation was carried out to create a more fair and reasonable competition atmosphere. The models were divided into passenger car group A, SUVA0 group, SUVA group, and commercial vehicle group W. The evaluation items were subdivided into two categories: testing and evaluation. The testing category included 8 items: endurance ability, fast charging capacity, power saving ability, acceleration performance, braking performance, control performance, wading ability, and climbing ability; evaluation category included 6 items: space design, interior design, technology configuration, comfort configuration, mute effect, and exterior design.
The Rally events included the Kumbum Monastery Parade Blessing, Stunt Exhibition Match, the Venue Racing, the Performance Evaluation Test, and Tour of Qinghai Lake Competition with 690 kilometers.
When the exciting events were being held, the cooperation from each department was also necessary to make sure the smooth ongoing of each supporting work. Ding Yucai, deputy commander of the Special Detachment of the Traffic Police Corps of Qinghai Provincial Public Security Bureau, introduced the relevant precautions for participating vehicles and working vehicles during the CEVR. In order to ensure the smooth progress of the Rally, there were countless grass-roots police officers who worked hard and quietly in the front line for diverting and control of the vehicles which was vital for the Rally. Ding Yucai stressed that safety was the top priority, and everybody should always bear the safe and smooth, civilized travel guidelines in mind. As long as everybody understood and supported the instructions of the police officers in the front line, abided by the laws and regulations to drive safely, and avoided unreasonable temporary parking, a safe and smooth road could be jointly maintained during the Rally. All the traffic police officers involved in the sections of the Rally would actively take effective measures with the determination and actions of early preparation, early mobilization, early arrangement and early deployment to make every effort to guarantee road safety services during the Rally.
Zhang Fali, attending physician of the First People's Hospital of Xining City, acting as the medical security unit, introduced four precautions on the safety of activities during the Rally: first, after reaching altitude of 3000 meters, people are prone to altitude stress, and its symptoms include cough, difficulty breathing and poor sleep. In severe cases, pulmonary edema or brain edema will occur. In order to avoid altitude stress, it is recommended to prepare adequate oxygen and drugs. Second, the temperature difference of high altitude area is big; enough clothing should be prepared to prevent cold and acute upper respiratory tract infection so as to avoid acute pulmonary edema. Third, strenuous activities at high altitude should be avoided; otherwise the oxygen consumption of the body will be increased, which is easy to induce high altitude disease. If there is dizziness, severe cough, breathing difficulty, or slow response or even dizzy, it’s required to rest in time, breathe oxygen, and go to nearby hospital to treat. Fourth, pay attention to diet. You should drink clean water and eat easily digestible food, to avoid diarrhea. In addition, the ultraviolet ray is stronger in plateau area, which is easy to cause skin burns. Please take measures to prevent sun exposure.
Wei Tingyun, director of the intelligence and electricity department of the State Grid Qinghai Provincial Electric Power Company, introduced the power deployment plan for the CEVR, saying that since the first CEVR, the company has successfully completed the preparatory work for the four events. This year's event of the power supply guarantee preparatory work started in April. According to the event's evaluation projects, the event has established a total of eight stations with 121 charging piles, including the addition of two fixed stations this year in 151 Scenic Area and Yuanzi city. Up to now, all stations have been built, and have completed the vehicle pile combined adjustment work. All power supply facilities and circuits were fully checked to ensure the power supply service of the Rally. During the event, the State Grid Qinghai Provincial Electric Power Company planned to invest more than 200 power supply service personnel and more than 50 vehicles. Each important station would be equipped with emergency power supply vehicle, and it will do its utmost to ensure the power supply service of the event. A new experience of full clean energy for electric vehicles would be created, and the concept of low carbon, environmental protection and green ecological sustainable development would be transmitted.
The executive judges of this Rally also met with the media at the announcement meeting, including: Li Gongqing, deputy chief engineer of the China Automotive Technology Research Center / State Car Quality Supervision and Inspection Center, Wang Peng, senior engineer of China Automotive Engineering Research Institute, Xu Zhiguang, senior engineer of China Automotive Technology Research Center, Ji Changwei, Professor of Automotive Engineering Department from Beijing University of Technology, Li Jing, director of Automotive Department from Jilin University, Yang Shichun, Professor of Beijing University of Aeronautics and Astronautics/Vice Chairman of Electric Vehicle Standardization Committee and battery system expert, and Xiao Chengwei, Director and professor-level senior engineer of 18 Institute from China Powertech / General Technology Team and battery responsibility expert of National High-tech R&D Program (863 Program) .

On the morning of the 24th, the 2018 CEVR will be launched. The participating models will join the activity of Kumbum Monastery Parade Blessing to promote the environmental protection concept of "man and nature”. In the afternoon, the participating models will perform a wonderful electric car stunt show at the square of the Tibetan Museum of Medicine and Culture. The stunt show will show all aspects of the performance limits of participating electric vehicles through the appealing performance of running around the piles through extremely fast speed, vehicle team dancing, driving and shooting, and driving in two wheels, satellite drift and other performances.
